Go North, the 4wd dive area is much more satisfying. Last time I was there no permit required. Depends on the tires too, I'm running 35" mud tires with good tread and didn't have any issues, did not have the need to air down. It's really cool driving up north.
There is no fee to park at any of the lots in front of the access ramps, never has been.
Not required, but in addition to your items, I carry a double loop ended tow rope, and two six foot carpet strips to put under tires for traction.
